Recognizing this necessity, UNESCO’s Gulf States and Yemen Office, in partnership with the Qatar National Committee for UNESCO, the Ministry of Education and Higher Education of Qatar, and the Al Jazeera Media Institute, convened a National Consultation on Media and Information Literacy (MIL) in Doha on April 29-30, 2024.

The initiative marks a significant step towards equipping individuals in Qatar with the knowledge and skills needed to navigate today’s digital world. As misinformation, fake news, and online manipulation become increasingly prevalent, MIL education plays a crucial role in empowering citizens to distinguish between credible and unreliable sources, fostering responsible digital behavior, and promoting informed decision-making.

The two-day consultation brought together approximately 75 participants from various sectors, including government agencies, non-governmental organizations, educational institutions, media outlets, and private enterprises. This diverse assembly aimed to foster a comprehensive approach to disseminating MIL across Qatar. In February 2019, UNESCO and the Doha Centre for Media Freedom organized a similar consultation, bringing together 150 experts and stakeholders to discuss empowering youth to use, consume, and produce information safely and ethically. Recommendations from that event included integrating MIL into the formal education system and increasing awareness through outreach campaigns.
Since then, progress has been made in advancing MIL education, but challenges remain. The rapid evolution of digital platforms, coupled with the rise of sophisticated disinformation tactics, necessitates a continuous and adaptive approach. The recent consultation sought to address these challenges by refining previous recommendations and incorporating new insights.
Challenges and Recommendations
Despite the progress, challenges remain. A general lack of awareness about the importance of MIL, limited coordination between stakeholders, and the rapid pace of technological change pose obstacles. To overcome these barriers, experts and participants proposed several key recommendations:
