The Qatar Film Committee has announced partnerships with U.S. studio Neon and Department M during the Doha Film Festival. This initiative reflects Qatar’s commitment to developing its film industry and supporting local and regional storytelling on a broader scale.
Hassan Al Thawadi, Chairman of the Film Committee, explained that this initiative is part of a long-term plan to build a comprehensive film and television ecosystem in Qatar. The plan includes production infrastructure, post-production facilities, and resources to support filmmakers in the region.
Neon Partnership: Developing New Stories
Through the agreement with Neon, the Qatar Film Committee will co-develop, co-produce, and co-finance several films, including feature films and shorts. Neon will manage global distribution, aiming to bring stories inspired by Qatar and the wider Arab region to international audiences.
The first major project from this partnership is a film about a Syrian defector who documents human rights abuses, highlighting personal courage and social relevance. The project will include multiple formats, such as a feature film, documentary, series, and podcast.
Department M and Katara Studios Collaboration
Department M is working with Katara Studios in Doha to co-produce the project. The collaboration combines local infrastructure, regional talent, and international production experience. Additional partners are contributing to the development and documentation of the project.

Supporting Regional Storytelling
The Qatar Film Committee emphasized that these partnerships aim to provide platforms for regional voices and stories. The initiative is designed to ensure that films produced in Qatar and the Arab world can reach wider audiences and receive recognition on the international stage.
Film Incentives and Support
To encourage film production, Qatar has introduced a production incentive program offering a 50 percent cash rebate on qualifying local expenditure. The program includes a base rebate with additional incentives for projects that invest in local talent and training. Productions can also include work in other eligible countries while remaining qualified for the incentive.
Building a Sustainable Film Industry
These partnerships aim to create a sustainable film industry by supporting talent, infrastructure, and creative collaboration. By combining local and international expertise, Qatar seeks to develop projects that are both culturally authentic and internationally appealing.
Regional Significance
The initiative provides several benefits:
- Supporting Arab narratives and ensuring broader representation in global media.
- Strengthening Qatar’s film production infrastructure and local creative workforce.
- Offering economic incentives and opportunities for cultural engagement.
- Encouraging local talent development and industry sustainability.
Challenges and Opportunities
Managing a multi-year slate of film projects requires balancing creative goals with practical considerations. Producing content that resonates both locally and internationally presents challenges, but the partnerships bring experience and resources that support long-term growth.

Looking Ahead: Doha Film Festival as a Platform
Announcing these partnerships during the Doha Film Festival emphasizes Qatar’s commitment to building a creative hub. The festival serves as a platform for new projects, industry collaboration, and long-term development in film and media.
