In 2025, Qatar Development Bank (QDB) has significantly accelerated Qatar’s journey into the artificial intelligence (AI) frontier. At Web Summit Qatar 2025, QDB signed major partnerships with global players like Microsoft Qatar, Alchemist Accelerator, and Builder.ai. These collaborations aim to empower startups with access to AI tools, cloud platforms, expert mentorship, and global market links. Through this, QDB is not just backing new ventures it’s ushering in a thriving innovation ecosystem. These agreements open doors to cutting‑edge digital transformation for entrepreneurs across Qatar and beyond.

Beyond those partnerships, QDB’s Qatar FinTech Hub signed a renewed agreement with Qatar National Bank (QNB) to launch a fintech accelerator. This program is designed to bridge ideas with real financial-scale opportunities and encourage smart, AI‑powered fintech innovation to grow Qatar’s financial sector.

Investment Programs Powering AI Startups

QDB’s Startup Qatar Investment Program offers funding up to QAR 1.8 million (approx. $500k) for emerging startups and up to QAR 18 million (approx. $5m) for established tech ventures setting up in Qatar. Sectors strongly encouraged include AI, machine learning, IoT and big data. This capital boost is a game-changer in attracting international and regional AI innovators to Qatar.

Complementing this, QDB’s Partial Guarantee Investment Program, launched in early 2025, shields investors from risk motivating venture capital and private capital flows into high-tech startups. This ensures AI-focused startups have better access to finance without burdening investors with full exposure.

Supporting Deep‑Tech: AI Investments with Nybl

QDB also made strategic investments in Nybl, a Saudi-based AI deep-tech startup specialising in real-time failure prediction systems across energy, healthcare, and agriculture. Selected as part of the Startup Qatar initiative, Nybl represents the region’s commitment to harnessing AI for complex, mission-critical challenges.

National AI Infrastructure and Government Push

While QDB leads private-sector support, Qatar’s government is simultaneously advancing AI capabilities. A landmark five-year deal with Scale AI is underway, through which more than 50 AI applications for public services are being developed. The partnership emphasises predictive analytics, automation, and data labelling to elevate public sector efficiency.

At the same time, investments of over $2.5 billion in digital infrastructure including cloud platforms, high-speed connectivity, and public-private collaboration are setting the stage for Qatar’s national AI ambition. These initiatives support both private and public entities in accessing powerful AI tools.

Workforce Development and Academic Leadership

Empowering AI isn’t just about funding it’s also about building talent. Institutions like Qatar Computing Research Institute (QCRI) and Qatar Science & Technology Park (QSTP) are central to this mission. QCRI drives Arabic language tech, high-performance computing, and applied AI research aligned with national priorities. QSTP provides incubation, lab access, and connection to international universities and innovators.

Alongside institutional support, Qatar is investing heavily in AI education and workforce training with a goal of creating 26,000 AI-related jobs by 2030. This effort is helping Qatar rank among the top AI-ready nations globally.

Private Sector and Infrastructure Synergy

Private-sector collaboration complements QDB’s efforts. Ooredoo’s partnership with NVIDIA brings thousands of Tensor Core GPUs and GPU-as-a-Service infrastructure across the region. That’s laying the groundwork for AI deployment at scale. Meanwhile, Ooredoo secured QAR 2 billion to expand AI-ready data centres, demonstrating confidence in Qatar’s AI tech infrastructure.

Government-backed infrastructure mergers such as combining the broadband network and submarine cable operators are positioning Qatar as a digital powerhouse wired for AI adoption.
