CC Countries Launch Ambitious Rail Projects to Revolutionize Travel by 2025
The Gulf Cooperation Council (GCC) countries are embarking on transformative rail infrastructure projects aimed at enhancing connectivity, boosting tourism, and stimulating economic growth across the Middle East. Saudi Arabia: Pioneering Luxury and Freight Rail Services
Saudi Arabia is making significant strides in rail development with two major projects:
- Dream of the Desert: This will be the kingdom’s first luxury train service, featuring 40 cabins designed by Italy’s Arsenale Group. Scheduled to launch by the end of 2025, the train will traverse 800 miles from Riyadh to Al Qurayyat, stopping at key cities like Al Qassim, Hail, and Al Jouf. - UAE-Jordan Railway Collaboration: In a significant partnership, the UAE and Jordan have signed a $2.3 billion agreement to build a 360 km railway in Jordan. This line will connect the Port of Aqaba to phosphate and potash mining areas in Shidiyah and Ghor Al Safi, enhancing Jordan’s export capabilities. Egypt: Advancing Urban and High-Speed Rail Systems

- Cairo Monorail: Set to become the world’s longest driverless monorail system, this project features two lines totaling 96 km. The monorail will connect the New Administrative Capital and 6th of October City to Greater Cairo, with operations expected to start in mid-2025.
- High-Speed Rail Network: Egypt is constructing a 2,000 km high-speed rail network in collaboration with Siemens, Orascom Construction, and The Arab Contractors. The first line, linking Ain Sukhna to Marsa Matrouh, is scheduled for completion in 2027. The network aims to carry up to 30 million passengers annually, reduce travel times by half, and cut carbon emissions by 70%.
Jordan: Enhancing Export Infrastructure Through Rail
Jordan is focusing on improving its export infrastructure with the development of a new railway:
- Jordan’s National Railway Project: Supported by a $2.3 billion investment from the UAE, this 360 km railway will link the Port of Aqaba to key mining sites. The project is expected to transport 16 million tonnes of phosphate and potash annually, significantly boosting Jordan’s export capacity. Detailed studies are underway, with construction tenders anticipated in early 2026 and operations beginning by 2030.
