Nepal and Oman Sign MoU to Enhance Diplomatic Studies and Training
In a significant move to bolster diplomatic relations, Nepal and Oman have signed a Memorandum of Understanding (MoU) focused on cooperation in diplomatic studies and training. The agreement was formalized during a meeting between Nepal’s Foreign Minister, Arzu Rana Deuba, and Oman’s Foreign Minister, Sayyid Badr bin Hamad bin Hamood Albusaidi, on February 17, 2025, in Muscat. Minister Deuba was in Oman to participate in the 8th Indian Ocean Conference.
The primary objective of this MoU is to enhance the capabilities of diplomats from both nations through shared training programs and academic exchanges. This collaboration aims to foster a deeper understanding of international affairs, diplomatic protocols, and global challenges, thereby contributing to more effective diplomacy.
During their discussions, Minister Deuba emphasized the importance of establishing an Omani embassy in Kathmandu to facilitate smoother diplomatic interactions and strengthen bilateral ties. She also advocated for the resumption of direct flights between Oman and Nepal, highlighting that improved connectivity would boost tourism, trade, and people-to-people exchanges.
Foreign Minister Albusaidi expressed optimism about the new partnership, noting that it aligns with Oman’s broader strategy to enhance international cooperation and diplomatic engagement. He acknowledged the potential benefits of direct flights and assured that the Omani government would consider these proposals to further solidify the relationship between the two countries.
This MoU builds upon a history of diplomatic engagements between Nepal and Oman. Notably, in August 2024, the two nations agreed to sign several bilateral agreements focusing on labor, tourism, health, and institutional cooperation. These agreements aimed to expand labor opportunities for Nepali workers in Oman, promote tourism, and encourage investments in various sectors, including hydropower and infrastructure development.
The recent MoU on diplomatic studies and training is expected to pave the way for regular exchanges of diplomatic personnel, joint workshops, and seminars. Such initiatives will enable both countries to share best practices, learn from each other’s experiences, and collaborate on addressing regional and global issues.
As Nepal prepares to graduate from the category of least developed countries by 2026 and aims to achieve middle-income status by 2030, partnerships like this are crucial.
